Board of Directors
Midland Heart is overseen by a Board of Directors which brings a broad range of skills and experience and knowledge to their roles from a broad range of professional backgrounds, including, Finance, Treasury, Property Development, Asset Management, Care and Support, Governance and Human Resources. There are 10 members of the Board, including one executive member (the CEO).
The Board is responsible for defining the strategy and objectives of the Group. In particular, it approves the vision and values of the business, its corporate strategy and the associated delivery plans. It also establishes group-wide policies and plans to achieve its objectives. .
John Edwards - Chair, non executive member
John trained as a quantity surveyor; working for major construction companies and subsequently as project manager, operations director and then chief executive for the Rural Development Commission.
In 1999 John joined Advantage West Midlands (AWM). He was appointed Chief Executive in 2000 and led AWM to be independently validated by PWC and the National Audit Office, as a high performing 4-star organization. John stood down in in 2008.
John then took on a number of non-executive and advisory roles in the private and public sectors, including chairman of the Dudley Group of Hospitals, an NHS Foundation Trust in the Black Country, for 4 years until December 2014.
He is principal fellow, and strategic advisor to Professor Lord Kumar Bhattacharyya, founder and chairman of the Warwick Manufacturing Group (WMG), a department of Warwick University established in the 1980's to promote manufacturing in the UK. John sits on the Programme Board for the National Automotive Innovation Centre (NAIC), a partnership between WMG, Jaguar Land Rover and Tata Motors and the European Technology Centre.
John received Honorary Doctorates from Aston, Birmingham, Warwick and Wolverhampton Universities and was Midland’s Property Personality of the Year in 2008. He was awarded a CBE for services to the regional economy in 2008
Ruth Cooke - Executive member
Ruth was appointed as Chief Executive Officer in April 2012 and regularly writes and speaks on housing and care issues. Ruth Cooke is Chief Executive Officer of Midland Heart. Ruth was previously Midland Heart’s Finance Director.
Prior to joining Midland Heart she was Group Director of Resources at Arcadia Housing Group and has also held the position of Chief Finance Officer at Anchor Trust. Ruth is a chartered accountant and qualified corporate treasurer. She is a member of the NHF Finance Policy Advisory Group and a board member at Herefordshire Housing and My Home Finance.
Greg Croydon - Non executive member
Greg took early retirement from IMI plc, a multinational engineering company based in Birmingham, in 2014. He joined them in 1996 as Group Treasurer. In 2013 he also took responsibility for Group Pensions. Previous to this Greg worked in a number of operational and financial roles at GKN plc, having joined as an engineering graduate in 1978.
Greg was also a Director of the Association of Corporate Treasurers (ACT) between 2004 and 2010. He ran the Midlands Regional Group of the ACT between 1997 and 2001.
Greg became involved with the Social Housing Sector in 2000 when he joined Prime Focus Finance as a Director.
Mina Parmar - Non executive member
Mina has over 20 years’ experience as a strategic property advisor to central and local government and the private sector. She runs her own consultancy practice and has held a large number of senior interim roles focusing on property related efficiency savings, the development of asset management strategies as well as major regeneration, housing and mixed use projects.
Mina was recently appointed to the Cabinet Office’s High Risk Major Projects Review panel where she will be responsible for the reviews of major, complex projects with a spend of in excess of £1bn.
Prior to setting up her practice, as a Chartered Surveyor Mina held roles at British Rail,
Barclays, St Albans City Council, Drivers and Jonas Deloitte.
Mina was born and raised in Birmingham and still has very strong links with the City.
David Taylor - Executive member
David Taylor is a member of the CIH and has worked in housing for over 18 years. Before joining Midland Heart he spent 10 years at Leicester City Council, where he played a key role in significantly improving the quality and performance of services to its customers. David is experienced in leading a wide range of customer-focused services and ensuring customers are at the heart of shaping these. This has included regeneration projects and leading a team responsible for commissioning and contracting housing related services.
At Midland Heart, David is responsible for leading our Neighbourhood and Tenancy related services including income collection, community engagement, estate services, community safety, lettings and sales. In January 2017, David took responsibility for the newly formed Operations Directorate, which combined the former Customer and Communities and Care and Support Directorates.
Julian Healey - Non executive member
Julian is a Chartered Surveyor with over 35 years’ experience of Asset & Property Management. Julian was head of the Asset & Property Management division in one of the UK's national surveying practices for over 20 years and subsequently as Operations Director.
He is currently the CEO of NARA (the Association of Property and Fixed Charge Receivers) and has worked closely with a wide range of stakeholders in the arena of property finance. He is also an arbitrator specialising in landlord & tenant matters, an accredited expert witness and a member of the Insolvency Practioners' Association Investigations Committee.
Carole Mills - Non executive member
Carole joined the Board in September 2017. She has 30 years’ experience in the public sector in both the NHS and local government; the last 15 at Chief Officer level.
Carole has a particular interest in housing, mental health and social issues. A qualified accountant and former CFO, she has a strong track record in corporate governance, financial strategy and organisational transformation. She has been Milton Keynes Council's CEO since 2014.
Chris West - Non executive member
Chris is a motivated and energetic public service professional with over 25 years’
experience working at leadership and Board level in large organisations. He is also highly experienced as a non-executive director in the private sector.
As a qualified accountant (CIPFA), finance has been at the heart of his roles, but he has managed a very wide range of services and organisations. He has a track record in delivering strategic change, transforming and modernising to create organisations that are robust, sustainable and capable of delivering their long term objectives in the current climate.
Chris has recently moved on from his role as Executive Director of Resources at Coventry City Council, and is pursuing a portfolio of consultancy and Board roles.
Kathy McAteer - Non executive member
Kathy has a background in social care having worked at executive director level within local government and the NHS. Still registered as a social worker, she has over 40 years' experience, of working for a number of councils across the Black Country and West Midlands as well as for a NHS Care Trust.
Kathy's experience has been predominantly in the integration of health and social care, both as a commissioner and a provider of services, and she has particular expertise in the field of learning disability services. Kathy is currently a non-executive director on the board of the Black Country Partnership NHS Foundation Trust and is also independent chair of Worcestershire Safeguarding Adults Board.
Glenn Harris - Executive member
Glenn Harris joined Midland Heart following a career spanning seven years at East Midlands Development Agency (EMDA), where he spent five years as Executive Director of Corporate Services, followed by two years as Deputy Chief Executive.
His current role includes responsibility for Finance, HR & IT teams, and his role includes leading the Executive team’s corporate planning processes.
Glenn is also a Board Member of Nottingham City Homes, where he Chairs the Audit Committee.
Martin Tiplady OBE - Non executive member
Martin runs his own HR and Management Consultancy - Chameleon People Solutions - providing change management, organisational development and general HR services to businesses. Previously, he was director of human resources of the Metropolitan Police until his retirement in 2011. Prior, he was director of human resources with The Berkeley Group plc, Westminster Health Care Holdings Plc and The Housing Corporation.
In recent years, Martin Tiplady was named by The Daily Telegraph as ‘Personnel Director of the Year' and is regularly listed by the HR press as one of the most influential people in HR today. He is a Chartered Companion of the CIPD and was vice president of the CIPD from 2006 - 2010. He is a non-executive director at Roffey Park Business Institute and was awarded an OBE for services to Policing and Human Resources in The Queen's Birthday Honours 2010.
