Voluntary Right to Buy (VRTB)

 

The application window to use a URN to apply for the VRTB Pilot has now closed. If you have submitted your application, it will take around six weeks for you to hear from us. Below you will find some answers to questions you may have, along with some information on the potential discount you could recieve.

You should also continue to check the Government's right to buy website for updates and further information on the VRTB pilot.

Any customer with rent arrears at the time of application will not be eligible. Please call 0345 60 20 540 and select Option 1 to speak to our Rent Payment Team and clear any outstanding amounts you have with us, including housing benefit related arrears. 

What happens next

  • Step 1 - Application form submitted

    We will confirm we have received your completed application form, with your valid URN.

    Being allocated a URN does not automatically fast track you to being able to purchase your home, there are other criteria required also.

    The process to buying your home could also take up to 11 months; however, it might take longer if we have to go down the ‘portability’ route.

    Once you have submitted your application it will be around 6 weeks from the date we receive you application form and documents to you next hearing from us – but it may take longer due to the volume of applications we may recieve.  

    Please be patient, do not call and chase as this will add more delays to the checks we neeed to do. If you have applied then you will hear from us.

    When we respond to your application we will tell you what the next steps are for you to follow and if we need anything further, we will be in touch with you.

  • Step 2 – Eligibility checks and proof of tenancy

    We will carry out eligibility checks. We may ask you to provide further details regarding eligibility to purchase including proof of tenancy and ID. You can have a look here at documents that are accepted.

    You need to have been a tenant for three years to qualify for the VRTB discount - if your three year tenancy is not with us then we need to see evidence of your tenancies with other Housing Associations or Councils – submit this to us using the form below within 48 hours of you sending in your application form.

  • Step 3 – Applicant interview and fees

    We may ask you to attend a face-to-face interview at our Bath Row office in Birmingham. If you are not invited for an interview then you will be asked to provide proof of ID.

    You will need to bring original documents into Bath Row where they can be photocopied or in some circumstances, we will accept documents via the Post Office using their Document Certification Service.

    If we accept your application and your property is available to buy, you will need to pay us a (non-refundable) application fee of £250. You will need to make this payment over the phone with a debit or credit card by calling 0345 60 20 540.  If we do not receive your application fee your application will be cancelled.  The application fee is refundable once your sale has completed.

  • Step 4 – Property valuation

    A Royal Institution of Chartered Surveyors (RICS) qualified surveyor will value the property and mark the boundary including any outbuildings such as a garage or shed. You must be present when this survey is completed.

  • Step 5 – Formal offer

    Midland Heart will issue a formal offer of sale to you, detailing the sale price and discount.

    You have up to 20 days to accept our offer. It’s during this time that you’ll need to arrange a mortgage or loan if you need one, get a survey and instruct a solicitor. Get independent financial and legal advice (if you haven’t already done so) and check you understand all the costs before you sign anything.

    If you do not respond within 12 weeks the valuation lapses and you would need to restart the application process, including paying another application fee.

  • Step 6 – Conveyancing process

    Once you accept the formal offer, the conveyancing process begins. Following successful completion, you will receive a refund of the £250 application fee.
